EUROPEAN RELATIONSHIPS

Find in this section all the relays, advice and projects of the Department and actors from Cantal in European cooperation.

The European Union and the State, through the Delegation for the external action of local authorities (DAECT), encourage cooperation. There are many facilitating networks like the French association of the Council of European Municipalities and Regions (AFFCRE) and many tools to support cooperation actions.

La Délégation pour l’action extérieure des collectivités territoriales (DAECT)  defines and implements the support strategy for decentralized cooperation with general, thematic and/or geographic calls for projects… It provides information, analysis and advice services to communities involved internationally and sets up communication tools to facilitate consultation and coordination.
L’AFCCRE is the French section of the Council of European Municipalities and Regions (CEMR), a European organization that brings together more than 150,000 local authorities in Europe. The AFCCRE now has nearly 1,000 local authorities, including the Department of Cantal
A central player in French development policy, l’Agence française de Développement (AFD) operates in various sectors: biodiversity, water, energy, training, health, digital.

The Local Authorities Financing Facility (Ficol) set up by AFD finances projects that contribute to the achievement of the SDGs, implemented by local authorities as part of their international partnerships.

Interreg is a European program aimed at promoting cooperation between European regions and the development of common solutions in the fields of urban, rural and coastal development, economic development and environmental management. .
Le programme Interreg SUDOE (Spain-Portugal-South-West France) for the 2021-2027 programming period is in the process of being approved
The programme LEADER, European program for development by and for rural areas, includes an area dedicated to cooperation.

The Department is engaged in enhanced cooperation with the Judet of Maramures in Romania. Our two European territories share common characteristics and common issues. The two communities have chosen to pool their efforts to deal with certain areas for the benefit of each territory. The Department therefore intends to support initiatives to develop joint operations and strengthen our links between territorial actors.

Judet of Maramures is a department of Transylvania in the North-West of Romania. It is administered by a Board chaired by Ionel-Ovidiu BOGDAN.

Judet has more than 460,000 inhabitants with Baia Mare as the capital. Located in the northern chain of the Eastern Carpathians and the Transylvania plateau, the Maramures count a natural park of national interest, 9 “Natura 2000” sites and 34 protected natural sites.

Ongoing projects
VALISPAM : The main objective of the VALSIPAM Project – Globally Important Agricultural Heritage Systems in the Sudoe area (South-West Europe), is to create a network of the territory of GIAHS (Globally Important Agricultural Heritage Systems, label of F.A.O) and other unique and singular agricultural areas on a European scale, to improve their management and development methods.

Through this project, it is intended to create and validate an integral model of transnational tourism enhancement to protect this heritage and promote socio-economic development based on the sustainable exploitation of tourism resources. It also aims to promote an alternative tourist offer of tourism with unique experiences related to biodiversity, landscape, agricultural and forestry practices, cultural and anthropological heritage of GIAHS sites.
